The brain is inside-out

The self-organized dynamics of the brain constrains how it acts on the world rather than being driven by sensations (Buzsaki2019)

It’s thought that intrinsic dynamics are at the top of the hierarchy (situated in the cortex) and in a Bayesian or predictive processing framework that is where incoming sensory input is constrained to reduce prediction error. Extrinsic dynamics, on the other hand, are at the bottom of the hierarchy (both functionally and structurally — extrinsic dynamics come in through sensory regions).
